Understanding the Municipal Budget Process

This full-morning session will highlight the statutory requirements of the New Hampshire municipal budget law, focusing on appropriations, separate vs. special warrant articles, transfers, lapses, multi-year contracts, user fees, financing options, estimating the impact on the tax rate, and much more to help ensure a successful budget season! We will also review the role of the budget committee and the special requirements for SB 2 towns and districts.

Municipal Budget Q & A

The very popular “Q & A” segment of this workshop is the opportunity to get your questions answered by the experts, and to learn from the inquiries posed by others. There is no such thing as a silly question, especially when it helps to avoid a misunderstanding of the budget process that could lead to invalid appropriations, unauthorized expenditures, or costly legal challenges.

State Aid to Cities and Towns

With the Governor’s veto of the state’s operating budget, it is very likely that state aid to municipalities may still be in flux well into the fall. This session will review what municipal funding was in, and not in, the budgets passed by the Governor, House and Senate, an up-to-date status on state budget negotiations, the effects of operating under a “continuing resolution,” and what municipalities may expect in terms of state aid now and in the near future.
